1. Jah-laska: Ballot Measure 2. Legalization a la Collie-rado and Washington State. Smile Jamaica says: Most likely not going to win

I have seen too many negative polls and only one outlier pro pot result that seemed too good to be true, so it seems suspect. 52% No to 48% Yes, but if millennials don’t show up for the midterm vote it will fall short. Should have waited until 2016 with more robust youth and libertarian turn out. Hope I’m wrong!

2. Jah-regon: Measure 91. Legalization a la Collie-rado and Washington State. Smile Jamaica says: Most likely going to win. Latest polls are encouraging because of the gap between Yes (52%) and No (41%). Could be hurt if disaffected millennials don’t turn up for the midterm vote. Looks promising but not a lock per DC.

3. Washington DC: Not full legalization as in #1 and #2 but you can possess up to 2 ounces of cured bud and be able to grow six plants. Huge YES. Will probably cross over 60% yes. But it’s gonna be a nightmare.

So much of surrounding DC is federal jurisdiction. You don’t want to get busted with a stalk of sensi on Fedland. You’re gonna be under Heavy Manners. Plus in a likely ascendant Republican Congress, DC is going to probably face Congressional roadblocks to any semi-legal implementation.

4. Guam: Joaquin (KC) Concepcion II Compassionate Cannabis Use Act of 2013. Medical Marijuana and the creation of legal dispensaries.  Vote would ratify the legislation. Smile Jamaica says: I can’t find any reliable polls but its dependency to Federal jurisdiction makes any implementation difficult.

5. Florida. Amendment 2. Medical Marijuana. Smile Jamaica says: No Chance. Needs 60% to pass. Peaked at 57% and has been trending further down.

Non-statewide, local/county  jurisdiction votes Tuesday: Michigan (12 cities), Maine (2 cites), New Mexico (2 counties). Plus something a gwaan in Jah-suchusetts district which I was too foggy to understand.

Aww, strolling down memory lane. 25 years every Saturday on Smile JamaicaAs the Ark-Ive grows, it just takes too long to cull from A to Z. All the Vinyl especially. I just reminisce too much on each album. Where I bought it, why I bought it. Are there herb tunes or Marley covers I forgot about? Halloween ditties or other oddities….and on and on and on.

So my methodology was to try my best to re-create a potential first episode. (I actually debuted first Saturday of KRCL’s Fall Radiothon). So I knew I would have to have a representative from at least a dozen or so of my original favorite artists….all on Black Wax. 50 Records where I get to juggle, consistently from show to show, between 32-35 selections over 3 hours.

In tribute to my spar Rutabaga, I continued the Album Side of the Month. Smile Jamaica is mostly a Jamaican Jukebox of singles, (i.e. a single selection off an album or 7,10, or 12″ piece of vinyl singles). I wanted to play an obscure and top rank Reggae album from Side A or B: Tracks 1-4 or 1-5, usually. A roots Reggae album not re-issued on CD. Gems from my 30 year collecting Ark-Ive. Vinyl is Vital, of course. Sink into the riddim. Relax, stay awhile. Jus’ cool, dreadie.

Then a piece of bullshit legislation came into law that made my Album Side of the Month illegal. The DMCA (Digital Millennium Copyright Act). No more than 3 songs in a row off an album. I couldn’t do a whole 3 hours of one artist, like Bob Marley, anymore. No bootlegs. A bunch of other twaddle that did absolutely nothing to stem the tide of illegal downloads.

Clinton signed this in 1998 and it will be the reason I don’t vote for his wife in 2016. I wrote to Utah Senator Orrin Hatch to try and stop this bill from becoming law.

I basically told our Senator for Life my tale of woe, “Hey Dread, I’m a radio deejay in Salt Lake City, Utah. The state you supposedly represent. My show is called Smile Jamaica. I have this tradition of focusing on one album by an artist to hear what Reggae sounds like on a long player piece of wax. Rather than my usual habit of  juggling individual songs, featuring different artists, on a variety of formats. A little context. Part of my tradition of Reggae History Lessons. I’m trying to educate while I entertain. I’m showing off the fruits of my Ark-Ives. I have zero interest in aiding and abetting song  theft. I want people to buy this music. Begging you a ten cent, Senata Haatch!

So that brings me back to Johnny Cash. In the immortal words of Bob Marley, “When one door closes, another will open.” Somewhere in the last decade I have started a different, legal, tradition for the first Saturday edition of the month on Smile Jamaica.
